Requires counties and cities to obtain approval from the North Carolina Building Code Council before requiring additional routine inspections of one- and two-family dwellings beyond those mandated by the North Carolina Building Code, with exceptions for unforeseen or unique circumstances requiring immediate action.

Establishes a six-year revision cycle for the North Carolina Residential Code for One- and Two-Family Dwellings (including provisions from energy, electrical, fuel gas, plumbing, and mechanical codes), with the first revision effective January 1, 2019, requiring at least six months between adoption and effective date.

Mandates a three-year revision cycle for the North Carolina State Building Code provisions applicable to all other buildings and structures, with the first revision effective January 1, 2016, requiring at least six months between adoption and effective date.

Requires the Building Code Council to publish explanatory commentaries in the North Carolina Register and on its website by the effective date of code revisions, and to publish all code interpretations semi-annually in the Register and online within two business days of issuance.

Becomes effective July 1, 2013.
