City of Clinton is authorized to use the design-build method of construction for buildings, facilities, and infrastructure owned by the city, notwithstanding existing state statutes regarding construction procedures.

City must solicit at least two design-build teams to bid and receive at least two sealed proposals, and must interview at least two teams that submit proposals.

City shall award contracts to the best qualified team, considering project completion time, compliance with prevailing wage requirements, and project cost.

Authority is limited to up to two projects, with contract awards required by June 30, 2015.

Act became effective upon ratification on June 19, 2013.
