Amends G.S. 143-355.7 to require the Department of Environment and Natural Resources (DENR) to provide full support and favorable endorsement of state and federal permit applications for preferred regional water supply alternatives.

DENR support is conditional on the regional water supply system meeting four requirements: acquiring necessary property, implementing conservation measures comparable to similar-sized North Carolina systems, replacing leaking infrastructure, and entering into a contractual agreement to pay departmental expenses.

Replaces the previous provision allowing DENR to become a co-applicant for federal approvals with a mandate that DENR provide "full support and favorable endorsement" of permit applications when conditions are met.

Maintains DENR's authority to require environmental permits and enforce environmental standards under state law.

Effective upon enactment.
