Authorizes the Division of Motor Vehicles to produce a special registration plate bearing the YMCA logo and letters "SA" for vehicle owners who request it.

Sets an additional fee of $30.00 for YMCA plates, with $10 going to the Special Registration Plate Account and $20 to the Collegiate and Cultural Attraction Plate Account.

Requires a minimum of 300 applications before the YMCA plate can be developed and issued.

Directs quarterly transfers of funds from YMCA plate sales to the North Carolina State Alliance of YMCAs to support programs addressing childhood obesity, achievement gaps, and diabetes.

Effective July 1, 2013.
