Creates new criminal offense of discharging or attempting to discharge a firearm within an occupied building, structure, motor vehicle, or other enclosure with intent to incite fear in another person.

Classifies the offense as a Class F felony, unless a more severe penalty applies under another provision of law.

Applies to willful or wanton discharge of firearms, requiring proof of intent to incite fear as an element of the crime.

Becomes effective December 1, 2013, and applies to offenses committed on or after that date.
