Restricts counties and municipalities from applying zoning regulations related to building design elements to one- and two-family dwellings except in specifically enumerated circumstances.

Permits design and aesthetic control regulations only for structures in local historic districts, National Registry of Historic Places, designated historic landmarks, where directly related to safety codes, for manufactured/modular housing, or as conditions of National Flood Insurance Program participation.

Defines "building design elements" as exterior color, cladding material, roof/porch styles, architectural ornamentation, window/door styling and location, room number/type, and interior layout.

Excludes from regulation: structure height, bulk, orientation, location on lot, buffering or screening, accessory building features, parking and loading areas, and signage.

Effective upon enactment and applies to development approvals granted after the law takes effect.
