Directs the State Board of Education to establish college, career, and college-career endorsements for high school diplomas beginning with the 2014-2015 school year based on courses completed, grade point average, and other criteria.

Requires the State Board of Education to report annually to the Joint Legislative Education Oversight Committee on the impact of endorsements on high school graduation rates, college acceptance and remediation, and post-high school employment rates, with initial progress report due February 1, 2014.

Amends teacher recruitment provisions to specifically identify career and technical education teachers as a priority area for the NC Teacher Corps placement program.

Requires the State Board of Education to revise licensure requirements and develop alternative professional development and mentoring models for career and technical education teachers to increase accessibility while maintaining quality instruction.

Directs the State Board of Education and State Board of Community Colleges to jointly develop strategies to increase high school student enrollment in career and technical education, especially in engineering, industrial technologies, and high-demand occupations, by sharing instructors, facilities, equipment, and internship opportunities.
