Authorizes the Division of Motor Vehicles to issue a special registration plate for NC FIRST Robotics (For Inspiration and Recognition of Science and Technology) featuring the NC FIRST Robotics logo and name.

Establishes an additional fee of $30.00 for the NC FIRST Robotics plate, with $10.00 credited to the Special Registration Plate Account and $20.00 to the Collegiate and Cultural Attraction Plate Account.

Requires a minimum of 300 applications before the NC FIRST Robotics plate may be developed and made available to vehicle owners.

Directs quarterly transfer of funds from the Collegiate and Cultural Attraction Plate Account derived from NC FIRST Robotics plate sales to NC FIRST Robotics to support youth education in science and technology.

Takes effect July 1, 2013.
