Honors the life and memory of Jean Rouse Preston, a former North Carolina legislator who died January 10, 2013, at age 77.

Recognizes Preston's service in the House of Representatives for seven terms (1993-2006) representing Carteret, Jones, and Onslow Counties, and in the Senate for three terms (2007-2012) representing Carteret, Craven, and Pamlico Counties.

Acknowledges Preston's career as an educator in Wilson County, Greene County Schools, and Lenoir Community College, and her leadership roles including Principal of the Barnes School at Caswell Center in Kinston.

Notes Preston's advocacy for education in the General Assembly, serving as vice-chair of the House Appropriations Subcommittee on Education and co-chair of the Senate Committee on Education/Higher Education.

Directs the Secretary of State to transmit a certified copy of the resolution to Preston's surviving family members, including her daughter Suzanne Hardy Castleberry and two grandchildren.
