Requires the Division of Motor Vehicles to revoke driver's licenses for violations of G.S. 20-217(a), which prohibits passing stopped school buses.

First misdemeanor conviction results in 30-day license revocation; second or subsequent misdemeanor conviction results in 90-day revocation.

Class I felony conviction results in one-year license revocation; Class H felony conviction results in two-year license revocation.

Allows convicted individuals to apply to sentencing court for limited driving privileges during the revocation period, unless the license is also revoked or suspended under another law.

Eliminates prayer for judgment continued for school bus violations and prohibits plea bargains to lesser offenses for repeat violators within 12 months; effective December 1, 2013.
