Directs the Industrial Commission to adopt replacement rules with specific amendments including changes to reinstatement of compensation procedures, denial of liability notifications, and discovery rules.

Establishes new procedures for medical motions under G.S. 97-25, including informal telephonic hearings for expedited and emergency medical motions with decision timelines of 5-60 days depending on complexity.

Modifies reinstatement of compensation process to require 17-day response period for employers and limits Commission waiver authority to cases where employees are unrepresented by counsel.

Requires the Industrial Commission to adopt permanent replacement rules using expedited temporary rule procedures and submit them to the Rules Review Commission for potential legislative disapproval in 2014.
