Expands locksmith licensing requirements to include institutional locksmiths employed by schools, colleges, universities, hospitals, companies, institutions, government facilities, and multi-family housing units.

Increases penalty for unlicensed locksmith services from Class 3 misdemeanor to Class 1 misdemeanor for first offense, with second or subsequent offenses treated as Class I felony.

Raises fee ceilings for locksmith licenses: license issuance and renewal from $100 to $300; reinstatement from $150 to $250; late fees from $150 to $300; apprentice license from $100 to $300.

Authorizes the Locksmith Licensing Board chair to issue subpoenas to obtain records from locksmith service providers, including invoices and receipts for tools and equipment.

Allows institutional locksmiths actively engaged for two years prior to October 1, 2013, to obtain licenses without meeting normal requirements if they apply by October 1, 2014.
