Eliminates the right to appeal infractions from district court to superior court for de novo review.

Prohibits appeals to superior court when a defendant waives a revocation hearing in probation violation cases.

Allows courts to impose harsher sentences upon resentencing after appellate reversal if the defendant's guilty plea (rather than conviction) was vacated.

Simplifies motion for appropriate relief procedures by removing detailed time frame requirements and initial review processes for noncapital cases.

Reclassifies certain motor vehicle violations (failing to carry license, expired license, address change notification) and fishing violations as infractions rather than misdemeanors, effective December 1, 2013.
