Allows county and city governing boards to adopt ordinances permitting electronic notice publication in lieu of or in addition to required newspaper publication.

Requires governing boards publishing electronic notices to publish access instructions in a newspaper at least monthly for 12 months following ordinance adoption.

Mandates that electronic notices be posted on the governing board's website with maintained links, kept available for at least one year, filed in a separate notice book, provided to public libraries and superior court clerks, and mailed or emailed to persons who request notices.

Prohibits electronic notice ordinances from superseding requirements for mailed notice to specific persons or classes of persons or posting signs on property.

Repeals prior local acts (S.L. 2003-81, S.L. 2003-161, S.L. 2007-86, and S.L. 2008-5) regarding electronic notice, with existing ordinances remaining valid until amended, effective October 1, 2013.
