Makes it unlawful for any person to conduct research studies that intentionally expose human subjects to fine particulate matter (PM2.5) at concentrations higher than 12 micrograms per cubic meter or the EPA's primary annual health national ambient air quality standard, whichever is lower.

Establishes violation of this prohibition as a Class F felony.

Directs the Commission for Public Health to study and make recommendations regarding exposure of human subjects to harmful or potentially harmful substances in research, including risk factors, informed consent requirements, scientific community concerns, and legal remedies for exposed subjects.

Requires the Commission to report its findings and recommendations to the Joint Legislative Oversight Committee on Health and Human Services by January 1, 2015.

Takes effect July 1, 2013 for the research prohibition; remainder of the act becomes effective upon passage.
