Requires counties and cities to mandate bidders on public building contracts demonstrate good faith efforts to recruit local business participation in the contracts.

Good faith efforts include contacting local businesses at least 30 days before bid date, making construction plans and specifications available 30 days in advance, and negotiating in good faith without rejecting local businesses without sound reasons.

Bidders must identify local businesses they will use and submit an affidavit listing good faith efforts made and total dollar value to be performed by local businesses; failure to submit affidavit is grounds for bid rejection.

Defines "local business" as a business whose principal place of business is located in the affected county or city, and applies to formal and informal bids including construction manager at risk projects.

Effective July 1, 2013, and does not require awarding contracts to local businesses that do not submit the lowest responsible, responsive bid.
