Allows adults with valid concealed handgun permits to store handguns in locked vehicles or locked containers attached to vehicles on school, community college, or university property.

Permits handguns to be stored only in closed compartments or containers within locked motor vehicles or in locked containers securely affixed to the vehicle.

Authorizes removal of a handgun from the locked vehicle or container solely for defensive purposes to protect students, faculty, employees, or other people against violent attack on educational property.

Applies only to handguns; other firearms are not permitted under this provision.

Becomes effective October 1, 2013.
