Repeals the requirement for annual safety inspections of motor vehicles in North Carolina, eliminating all safety inspection program provisions while retaining the emissions inspection program.

Removes the requirement that window tinting be inspected at safety inspection stations by licensed inspectors, and eliminates the affirmative defense for unsafe tire violations based on safety inspection certificates.

Reduces emissions inspection fees from $23.75 to $9.13 for the inspection itself and adjusts the electronic inspection authorization fee from $6.25 to $7.27, with revenue redistribution to Highway Fund, Inspection Program Account, Telecommunications Account, and Division of Air Quality.

Requires the Division of Motor Vehicles to develop a management improvement plan for the emissions inspection program by December 31, 2013, and directs the Fiscal Research Division to conduct a fiscal review of the program by May 1, 2014, with annual reporting on efficiency and cost reduction.

Adds $1.00 surcharges to vehicle registration fees under G.S. 20-87 and 20-88, distributing revenue to the Highway Fund, Volunteer Rescue/EMS Fund, and Rescue Squad Workers' Relief Fund.
