Stanly Community College may enter into agreements with Stanly County to jointly construct buildings on college-owned property without requiring State Board of Community Colleges approval.

Property transfer requirements under G.S. 143-129 and G.S. 143-341 do not apply to transfers or capital improvements made under this agreement.

Stanly Community College must transfer property to Stanly County, which will construct college facilities including classrooms, offices, laboratories, and other necessary operational spaces.

Upon completion, Stanly County shall lease the facilities to Stanly Community College, and transfer title and all improvements back to the college at the end of the lease term.

The act is effective upon becoming law and applies to contracts awarded on or before June 30, 2019.
