Exempts diagnostic centers from certificate of need (CON) review requirements, allowing those with prior CON approval to develop or replace services without new approval.

Removes diagnostic centers from the definition of "health service facility" subject to CON regulations.

Creates pathway for unlicensed single-specialty ambulatory surgery facilities to obtain licenses without CON approval if application is submitted by December 31, 2013, and facility meets accreditation and indigent care requirements.

Requires CON approval for most new single-specialty ambulatory operating rooms, but prohibits approval in counties with critical access hospitals or populations under 100,000 unless supported by local acute care hospitals.

Prohibits approval for relocating hospital operating rooms to separate campuses if reimbursement rates would exceed ambulatory surgery center rates under government health insurance programs.
