Extends soil testing requirements at crop application sites from annually to once every three years for animal waste management plans.

Maintains testing of waste products as nutrient sources within 60 days of application.

Continues nitrogen as a rate-determining element and phosphorus evaluation per nutrient management standards for federally permitted facilities.

Requires continued monitoring of zinc and copper levels in soils with provisions to use alternative crop sites when these metals approach excess levels.

Becomes effective August 1, 2013, and applies to animal waste management plans submitted to or approved by the Department after that date.
