Requires the Department of Health and Human Services to establish an electronic controlled substances reporting system providing real-time prescription information for Schedule II through V controlled substances.

Mandates dispensers report prescription information within 24 hours after dispensing (changed from previous seven-day requirement), including patient details, prescription number, drug information, and prescriber's DEA number.

Creates new requirement for prescribers and dispensers to review all controlled substances reporting system information for a patient during the preceding 12-month period before prescribing or dispensing a controlled substance, with exception for emergency situations.

Permits the Department to issue waivers allowing dispensers unable to submit information electronically to submit by paper form or other means with all required information included.

Effective date is December 1, 2013.
