Authorizes municipalities to notify chronic violators of overgrown vegetation ordinances that future violations will be remedied without additional notice, with remediation costs becoming a lien on the property.

Allows municipalities to serve initial annual notice by registered or certified mail, with an additional copy sent by regular mail as an alternative method of service.

Deems service sufficient when registered or certified mail is unclaimed or refused, provided the regular mail copy is not returned by the post office within 10 days of mailing.

Requires posting of a copy of the notice in a conspicuous place on the affected property when regular mail service is used.

Defines a chronic violator as a property owner where the municipality took remedial action at least three times in the previous calendar year for overgrown vegetation violations.
