Authorizes cities to notify chronic violators of public nuisance ordinances that violations will be remedied without further notice in the calendar year the notice is given, with costs becoming a lien on the property.

Allows notice to be sent by registered or certified mail, and permits regular mail to be sent simultaneously as an alternative service method.

Service is deemed sufficient if registered or certified mail is unclaimed or refused but regular mail is not returned by post office within 10 days of mailing.

Requires posting of notice in a conspicuous place on the affected premises when regular mail service is used.

Defines chronic violator as a property owner who received at least three violation notices under the public nuisance ordinance in the previous calendar year.
