Repeals Section 1(d) of S.L. 2011-141, which had modified Winston-Salem's election cycle.

Restores Winston-Salem's mayoral and city council elections to the schedule provided by general state law (G.S. 163-279(a)(2)) rather than a separate charter provision (Section 12J).

Corrects a typographical error in the charter by changing "Southeast Ward" to "Southwest Ward" in the list of eight council member districts.

Makes mayoral and city council terms remain four years, commencing at the organizational meeting of city council following election.

Restores the timing of primary elections to the general state law schedule (G.S. 163-279(a)(2)) rather than provisions in Section 12J of the charter.
