Prohibits the North Carolina Department of Transportation from collecting tolls on Interstate 95 without prior approval of the General Assembly, effective July 1, 2023.

Immediately prohibits tolls on Interstate 95 for 10 years (Section 1, effective upon enactment), after which tolling requires explicit General Assembly authorization (Section 2, effective July 1, 2023).

Allows the Authority to collect tolls on other existing interstate highways with federal Department of Transportation permission, with revenue used only for repair and maintenance of that specific interstate.

Specifies that toll revenue from interstate highways cannot be used for repairs, maintenance, or upgrades of state primary or secondary roads adjacent to or connected with interstates.
