Session Law 2013-152: Senate Bill 222

• Excludes veterinarians from the definition of "dispenser" requiring reporting to the North Carolina Controlled Substances Reporting System.

• Changes prescription reporting deadline from seven days to three business days after delivery, with encouragement to report within 24 hours.

• Adds method of payment as required reporting information and exempts dispensers from reporting controlled substances provided directly to ultimate users in quantities not exceeding a 48-hour supply.

• Increases maximum civil penalty for violations from $5,000 to $10,000 per violation and expands law enforcement access to include sheriffs and police investigators assigned to diversion investigations.

• Allows the Department to notify practitioners about patients with potentially abusive prescription patterns and report prescribing practices to relevant licensing agencies based on rules established by those agencies.
