Amends G.S. 122C-121(a2) to allow area boards discretion to offer severance benefits and relocation expenses to applicants for the position of area director as employment incentives.

Area boards may no longer provide directors with benefits unavailable to other permanent employees, except for the new discretionary severance and relocation offerings.

Directors continue to be reimbursed for allowable employment-related expenses at the same rate and manner as other area program employees.

Became effective upon enactment on July 23, 2013.
