Adds new G.S. 50-13.2(f) prohibiting courts from considering a service member's past or future deployment as the sole basis for custody decisions, while allowing consideration of significant impacts on the child's best interest.

Repeals G.S. 50-13.7A and creates new Article 3 of Chapter 50A establishing the Uniform Deployed Parents Custody and Visitation Act.

Allows deploying parents and other parents to enter temporary written agreements allocating custodial responsibility during deployment, with required notice to the other parent within seven days of receiving deployment orders.

Permits courts to issue temporary custody orders granting caretaking, decision-making, or limited contact authority to nonparent family members or adults with close relationships to the child during the deploying parent's deployment.

Establishes procedures for terminating temporary custody arrangements within 60 days of the deploying parent's return from deployment, with provisions for continued visitation and contact during the transition period.
