Authorizes the City of Greensboro to collect unpaid parking tickets, fines, and penalties as municipal taxes on motor vehicles.

Applies only to violations where the ticket and fines remain unpaid for 150 days after the violation date and vehicle ownership has not been transferred.

Allows the municipality to add unpaid parking violation amounts to the municipal tax assessed on the motor vehicle for the following calendar year.

Directs the Division of Motor Vehicles to treat combined unpaid parking amounts the same as unpaid municipal taxes under G.S. 20-50.4.

Becomes effective July 1, 2013, for violations occurring on or after that date.
