Authorizes the Town of Ocean Isle Beach to create and establish a sea turtle sanctuary within town limits above the mean low watermark, including the foreshore.

Allows the town to adopt ordinances regulating activities that may disturb or destroy sea turtles, nests, or eggs, consistent with state ordinance powers and criminal statutes in G.S. 113-189 and G.S. 113-337.

Makes it unlawful for any person to disturb or destroy a sea turtle, nest, or eggs within the sanctuary in violation of the town's ordinance.

Amends G.S. 160A-266(a) and G.S. 160A-271 to allow cities to exchange real or personal property for services in addition to other property, effective through July 1, 2018 for Alcoholic Beverage Control building construction and exchange.

Applies exclusively to the Town of Ocean Isle Beach; ratified July 18, 2013.
