Allows counties and municipalities to give preference to local bidders on public contracts for construction, repair work, and purchase of supplies or equipment.

Local bidder preference applies only if the local bid is no more than 5% or $10,000 (whichever is less) higher than the lowest non-local bid, and the local bidder matches the lowest non-local bidder's price.

Defines "local bidder" as a business that has paid unemployment or income taxes in North Carolina and maintains its principal place of business within the county or municipality offering the preference.

Becomes effective July 1, 2013, and applies to all bids received on or after that date.
