Amends the Charter of the City of Greensboro to authorize the establishment of a race and gender neutral small business enterprise program to promote small business development and participation in city contracts.

Allows the City of Greensboro to define "small business enterprise" as appropriate, establish subcontracting goals and good faith efforts requirements, and consider bidder compliance with program requirements when awarding contracts.

Permits the City to refuse contract awards to bidders determined to have failed to comply with small business enterprise program requirements, notwithstanding state procurement law provisions in G.S. 143-129 and G.S. 143-131.

Specifies that the small business enterprise program supplements rather than replaces existing state requirements for minority and women business participation, with those existing requirements taking precedence.

Takes effect upon enactment.
