Establishes a Hunting Heritage Apprentice Permit effective July 1, 2013, allowing persons without hunter education certification to hunt if accompanied by a licensed adult (18+ years) or exempt landholder.

Updates hunter education requirements to apply from July 1, 2013 forward, replacing the previous July 1, 1991 effective date.

Clarifies that "accompanied" means a licensed adult must remain within sight and hearing distance at all times without electronic devices, not just communicate with the hunter.

Exempts holders of specific lifetime hunting licenses from pre-course hunter education requirements, but they must be accompanied by a licensed adult until they complete the hunter education course.

Removes outdated reference to the 50-cent voluntary contribution amount for hunter education program funding and updates terminology from "hunter safety" to "hunter education" throughout the statute.
