Reduces the required buffer zone from 1 mile to 500 feet between construction and demolition debris waste disposal units and State gamelands owned or managed by the Wildlife Resources Commission under G.S. 113-306.

Allows the reduced 500-foot buffer only when the disposal unit accepts exclusively construction and demolition debris waste.

Limits the reduced buffer exception to municipalities located within counties with populations under 15,000.

Requires that all portions of the affected State gameland within one mile of the disposal unit be separated from it by a U.S. Highway designated by the Federal Highway Administration.

Applies retroactively to permit applications pending on the effective date (April 9, 2013) or submitted after that date.
