Establishes the North Carolina Music Therapy Practice Act to regulate music therapists and protect public health and safety by requiring licensure for anyone practicing music therapy in the state.

Creates a three-member North Carolina Board of Music Therapy consisting of two licensed music therapists and one public member to administer licensure, conduct investigations, and enforce discipline.

Requires music therapists to hold a bachelor's degree from an AMTA-accredited program, pass the Certification Board for Music Therapists examination, and complete at least 1,200 hours of clinical training (180 pre-internship and 900 internship hours).

Mandates license renewal every five years with 100 hours of music therapy practice and 100 hours of continuing education; sets maximum fees of $100 for initial licensure, $250 for renewal, and $100 for reinstatement.

Prohibits unlicensed individuals from practicing music therapy or using titles like "Licensed Music Therapist" or "MT-BC/L"; violations are Class 1 misdemeanors subject to civil penalties up to $1,000 and potential injunctive relief.
