Establishes a referendum in the Town of Ronda on November 5, 2013, to allow voters to decide whether to amend the town charter to permit recall of elected officials.

Requires a recall petition to be signed by at least 50% of registered voters in Ronda and filed with the Town Clerk, who forwards it to the county board of elections for signature verification.

A recall election must be held between 60 and 120 days after certification of a sufficient petition, with voters determining whether the named officer should be removed by majority vote.

Prohibits recall petitions from being filed during the first six months of an officer's term or the final six months before term expiration, and limits one recall election per officer per term.

Vacancies created by recall are filled according to G.S. 160A-63, and a removed officer cannot be appointed to any elective town office for the remainder of the unexpired term.
