Reestablishes the North Carolina Progress Board with 14 members consisting of the Governor (chair), seven Governor-appointed members, three members appointed by the Speaker of the House, and three members appointed by the President Pro Tempore of the Senate.

Board shall be administratively located in the Board of Governors of The University of North Carolina at North Carolina State University but exercise all powers independently.

Board shall track eight issue areas (Healthy Children and Families, Quality Education, High Performance Workforce, Prosperous Economy, Sustainable Environment, Technology and Infrastructure, Safe Communities, and Active Citizenship) and submit five-year vision reports beginning in 2014 and biennial reports to the General Assembly in odd-numbered years.

Board responsibilities include conducting public hearings, policy research, benchmarking studies, and publishing reports on progress toward long-term state goals, targets, and milestones.

Executive Director shall be appointed by the Chancellor of North Carolina State University and hire support staff; becomes effective July 1, 2013.
