Modifies G.S. 90-108(b) to establish different felony classifications for intentional violations of controlled substances laws rather than a uniform Class I felony designation.

Maintains Class I felony penalty for persons who violate subdivision (7) of subsection (a) and fortify a structure by barricading windows and doors with intent to impede law enforcement entry.

Reduces penalty to Class G felony for persons who violate subdivision (14) of subsection (a) of the controlled substances statute.

Becomes effective December 1, 2013, and applies only to offenses committed on or after that date.
