Requires the county commissioners of Alamance County and Guilford County to request that the North Carolina Geodetic Survey perform a preliminary resurvey of the boundary line between the two counties due to uncertainty affecting taxation, school attendance, zoning, and elections.

Authorizes both counties to maintain current taxing, elections, education, and government functions in place until July 1, 2014, while the boundary dispute is being resolved.

Allows the counties to cause areas of the boundary line to be resurveyed where property owners meet established administrative criteria or where the NCGS line is unreasonable or unduly burdensome.

Requires Alamance County and Guilford County to submit a completed survey to the North Carolina General Assembly for ratification no later than May 15, 2014, including the NCGS line and all mutually agreed upon modifications.

Effective upon becoming law on June 10, 2013.
