Amends the Charter of the Town of Chapel Hill to expand the definition of "economic development project" to include areas outside the town's downtown area.

Removes language limiting economic development projects to downtown development, "pockets of poverty," or federal/State assistance programs.

Allows the Town Council to establish economic development projects in any defined area or areas of the town that it determines appropriate.

Effective upon enactment as law.
