Extends terms of office for the mayor and board of commissioners of the Town of Ayden from two years to four years.

Establishes a staggered election schedule: in 2013, the mayor and commissioners from Wards 1 and 2 serve two-year terms while commissioners from Wards 3, 4, and 5 serve four-year terms; beginning in 2015, the mayor and Wards 1 and 2 commissioners serve four-year terms; beginning in 2017, Wards 3, 4, and 5 commissioners serve four-year terms.

Requires candidates to file notice of candidacy with the Pitt County Board of Elections under G.S. 163-294.2, replacing the previous requirement to file with the town manager.

Directs the Town Attorney to submit the act to the U.S. Attorney General for preclearance under the Voting Rights Act within 30 days, or the North Carolina Attorney General shall submit it if the town does not.

Takes effect upon becoming law.
