Allows counties to use stormwater fees to fund programs that improve private property to reduce flood damage, including elevating structures, demolishing flood-prone buildings, and retrofitting/floodproofing structures.

Requires county approval only when the private property owner provides written consent and the county determines that improving the stormwater system is either not technically feasible or not cost-effective.

Establishes that implementing flood damage reduction techniques serves the public purpose of reducing emergency response costs, financial impacts from flooding, and pollutants entering streams.

Permits counties to establish and revise schedules of rents, rates, fees, charges, and penalties for stormwater services, with fees allowed to vary by service class and geographic area within the county.

Became effective upon enactment.
