Authorizes the Social Services Commission to adopt rules requiring foster parents to create an educational development plan for children in their care before the child enters high school.

Defines "educational development plan" to include ensuring appropriate coursework completion, grade maintenance, selection of appropriate high school, and attendance requirement compliance.

Requires the educational development plan to address any special needs of the foster child, including incorporation of individualized education programs (IEPs) as applicable.

Mandates the educational development plan be incorporated into the foster parent's agreement and required training by the Division of Social Services.

Effective upon enactment into law.
