Prohibits administration of corporal punishment on students living in foster care, as defined in G.S. 131D-10.2(9).

Eliminates the requirement for foster parents or caregivers to submit written notification to prohibit corporal punishment, making the prohibition automatic.

Requires that only school personnel of the same gender as the student may administer or be present as a witness to corporal punishment.

Maintains existing requirements for corporal punishment policies including private administration, parental notification, record-keeping, and prohibitions on excessive force.

Effective beginning the 2013-2014 school year.
