Adds "business firm" definition to G.S. 89C-3 as a partnership, firm, association, or organization acting as a unit that is not a corporation.

Clarifies terminology for engineer interns and land surveyor interns by specifying they must pass examinations "on the fundamentals" rather than "in the fundamental subjects" or "basic disciplines."

Reorganizes G.S. 89C-13 requirements by separating engineer intern certification requirements (subsection 1) from professional engineer licensure requirements (new subsection 1a), with similar restructuring for land surveyor interns and professional surveyors.

Standardizes character reference requirements: three references (one PE) for engineer intern certification and five references (two PEs) for professional engineer licensure; three references (one surveyor) for land surveyor intern certification and five references (two surveyors) for professional surveyor licensure.

Makes technical corrections to examination naming conventions in G.S. 89C-15(b), changing "Engineering Fundamentals" to "Fundamentals of Engineering" and "Surveying Fundamentals" to "Fundamentals of Land Surveying."
