Amends the Town of Tryon charter to add gender-neutral language ("or her") throughout the document regarding the Mayor, Board of Commissioners, Town Manager, Town Attorney, and other municipal officials.

Modifies Town Clerk appointment authority so the Board of Commissioners appoints the Town Clerk directly (rather than through the Town Manager), though the Board may grant the Town Manager supervisory authority over the Clerk.

Restructures the Planning and Zoning Board from separate Planning Board and Zoning Board of Adjustment to a single seven-member Planning and Adjustment Board with two alternates, with four members appointed by the Town Board and three by Polk County Board of Commissioners.

Changes the voting threshold for the Planning and Adjustment Board to require eighty percent (80%) vote to reverse administrative decisions affecting extraterritorial zoning areas, replacing the previous eight-member requirement.

Updates references to audit standards and qualifications for public accountants to align with current North Carolina General Statutes.
