Renames the Government Business Intelligence Competency Center to the Government Data Analytics Center (GDAC) within the Office of the State Controller and codifies its mission, powers, and duties.

Establishes a mandatory statewide data integration and sharing initiative across all state agencies, departments, institutions, and UNC to leverage data for enterprise-level business intelligence and improved service delivery.

Authorizes the Office of the State Controller to access sensitive data including social security numbers from driver's licenses and tax information from the Department of Revenue for fraud detection and business intelligence purposes.

Requires specific state agencies (Industrial Commission, Rate Bureau, Department of Employment Security, Department of Labor, and Department of Revenue) to provide access to workers' compensation, unemployment insurance, safety, wage, and tax data to GDAC for fraud prevention and analysis.

Protects shared data from public disclosure under public records law and establishes GDAC as compliant with federal requirements for accessing criminal justice, health information (HIPAA), and other sensitive data while maintaining privacy and security standards.
