Creates a new vacancy-filling procedure for Wake County Board of Commissioners where remaining board members appoint a qualified person, with consultation of the relevant political party's county executive committee if the vacating member was party-nominated.

Requires the board to vote on party-nominated candidates within 30 days of submission; if rejected twice, the board may appoint any eligible person or a special primary election must be called if fewer than 120 days remain in the term.

Establishes that appointees to fill vacancies serve until the first Monday in December following the next general election if more than 90 days remain in the term; otherwise, they serve the remainder of the unexpired term.

Applies the domestic violence fatality prevention and protection review team provisions of existing law to Wake County in addition to Alamance, Pitt, and Mecklenburg counties.

Permits multifamily development, including apartments, on three specified parcels (totaling 7.41 acres) in the Town of Aberdeen, subject to zoning and development regulations applicable to R-10 zoned properties as of March 1, 1989.
