Eliminates the automatic stay of license revocation when a person requests a hearing to contest a refusal-based implied-consent offense revocation.

License revocation becomes immediately effective on the tenth calendar day after mailing the revocation order, regardless of whether a hearing is requested.

A hearing request will not stay the revocation if either a judicial official or clerk determines there is probable cause that the required conditions have been met.

Allows persons to still request hearings to contest the revocation, but the hearing occurs after the license has already been revoked rather than staying the revocation pending the hearing outcome.

Becomes effective September 1, 2013, and applies to offenses committed on or after that date.
